    Finance Manager
    Various Operational Units

    Major Duties :
    Reporting to the Head of Operational Unit (“HOU”), the job-holder will lead a team of finance and accounting staff to assist HOU in formulating strategies and driving their implementation to meet the financial objectives of VTC.  Responsibilities include the following areas:-
    (a) To perform financial planning, funds allocation and budgetary controls and review of financial position of various projects and initiatives;
    (b) To coordinate the closing of accounts and prepare financial reports and analysis;
    (c) To manage and maintain effective and efficient financial, accounting and supplies systems;
    (d) To prepare financial models, reports and analyses related to operations, new collaborative activities / projects and resources allocation bids;
    (e) To conduct regular review and update of costing of various programmes and products;
    (f) To provide professional advice on financial, accounting and supplies related issues to operational units;
    (g) To supervise, develop and motivate subordinates in provision of quality services;
    (h) To ensure compliance with the Council’s policies and procedures; and
    (i) To handle any other duties / ad-hoc projects as assigned.
     
    Requirements :
    (a) A recognised degree in Accounting, Finance or related discipline, and a professional accounting qualification;
    (b) At least 7 years’ relevant work experience in sizeable organisations at appropriate level of responsibility;
    (c) Good knowledge and experience in accounting, financial management and procurement;
    (d) Good organisational, management and leadership abilities; strong initiative and people / communication skills;
    (e) Proficiency in computer skills and accounting software applications;
    (f) Good command of written and spoken English and Chinese; and
    (g) Good time management, and ability to drive changes and work independently under pressure.
     
    Notes:
    (1) The post is at the rank of “Manager”. 
    (2) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
    (3) Shortlisted applicants are required to attend a written assessment.
    (4) The appointee(s) may be required to perform duties outside normal office hours.
    (5) Appointee(s) may be posted to any operational units to meet the Council’s operational needs.
