    Senior Manager (Special Project)
    Estates and Campus Development Office (ECDO)
     
    Ref. no : C/ECDO/SMGR_SP/02/25-AP2
     
    Major Duties :
    To assist the Deputy Director of ECDO in the following areas:
    (a) To formulate property management services (PMS) strategies, policies and practices for setting up the work plan and resource allocation of the new PMS Section;
    (b) To develop strategic planning and management of repair & maintenance (R&M), alterations, additions and improvement (AA&I) works projects and especially PMS;
    (c) To study the feasibility for including minor R&M items into PMS contracts to be taken up by PMS provider;
    (d) To formulate strategies for the procurement and delivery of Furniture & Equipment (F&E) items with building safety and statutory compliance requirements;
    (e) To formulate the strategies for the engagement and management of consultants and contractors;
    (f) To formulate strategies for term contracts including packaging, procurement and management control;
    (g) To formulate smart and green strategies for building design of VTC campuses and premises; and
    (h) To advise the funding application with relevant Government Bureaux / Departments for works.
       
    Requirements :
    (a) A recognised degree or equivalent in relevant fields including Building Surveying, Building Services, Civil, Electrical, Mechanical and Structural Engineering;
    (b) A corporate membership of the relevant professional institution and a registered professional in Hong Kong;
    (c) At least 10 years’ relevant experience at managerial level preferably on the clients’ side or representing the clients’ side such as Government / public organisations / tertiary institutions / consultants;
    (d) Solid experience in formulating PMS strategies, policies and practices, and overseeing PMS contracts from a sizeable institution especially with multiple PMS regions;
    (e) Solid work experience in strategic planning and management of R&M and AA&I works projects;
    (f) Highly desirable with work experience at senior level for project management of Government capital works or subvented building projects;
    (g) Strong capability in strategic thinking, leadership, time management and forward planning with exceptional ability to drive and manage changes; and
    (h) Good understanding and experience in the implementation of latest trend and best practices in construction industry.
       
    Notes :
    Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
