Major Duties : |
Reporting to the Head of Operational Unit (“HOU”), the job-holder will lead a team of finance and accounting staff to assist HOU in formulating strategies and driving their implementation to meet the financial objectives of VTC. Responsibilities include the following areas:- |
(a) |
To perform financial planning, funds allocation and budgetary controls and review of financial position of various projects and initiatives; |
(b) |
To coordinate the closing of accounts and prepare financial reports and analysis; |
(c) |
To manage and maintain effective and efficient financial, accounting and supplies systems; |
(d) |
To prepare financial models, reports and analyses related to operations, new collaborative activities / projects and resources allocation bids; |
(e) |
To conduct regular review and update of costing of various programmes and products; |
(f) |
To provide professional advice on financial, accounting and supplies related issues to operational units; |
(g) |
To supervise, develop and motivate subordinates in provision of quality services; |
(h) |
To ensure compliance with the Council’s policies and procedures; and |
(i) |
To handle any other duties / ad-hoc projects as assigned. |

Requirements : |
(a) |
A recognised degree in Accounting, Finance or related discipline, and a professional accounting qualification; |
(b) |
At least 7 years’ relevant work experience in sizeable organisations at appropriate level of responsibility; |
(c) |
Good knowledge and experience in accounting, financial management and procurement; |
(d) |
Good organisational, management and leadership abilities; strong initiative and people / communication skills; |
(e) |
Proficiency in computer skills and accounting software applications; |
(f) |
Good command of written and spoken English and Chinese; and |
(g) |
Good time management, and ability to drive changes and work independently under pressure. |

Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply. |

The appointee(s) may be required to perform duties outside normal office hours. |

Appointee(s) may be posted to any operational units to meet the Council’s operational needs. |
