    Deputy Director
    Estates and Campus Development Office

    Major Duties :
    (a) To assist the Director in the strategic planning and management of repair & maintenance (R&M), alterations, additions and improvement (AA&I) works projects and property management services (PMS);
    (b) To lead in formulating the PMS strategies, policies and practices for setting up the work plan and resource allocation of the new PMS Section, and oversee the contract administration of PMS agents for all VTC campuses and premises;
    (c) To oversee the procurement and delivery of Furniture & Equipment (F&E) items;
    (d) To oversee the Facilities Management Section on R&M and AA&I works projects;
    (e) To lead and formulate the strategies on the engagement and management of consultants and contractors to ensure compliance with approved briefs, budget and project milestones;
    (f) To oversee the formulation of strategies for term contracts including packaging, procurement and management control;
    (g) To formulate smart and green strategies for building design of VTC campuses and premises;
    (h) To oversee the funding application with relevant Government Bureaux / Departments;
    (i) To ensure all the works undertaken by ECDO meeting statutory requirements and related VTC’s rules and procedures; and
    (j) To oversee the preparation of papers and reports.
       
    Requirements :
    (a) A recognised degree or equivalent in Engineering or Surveying;
    (b)  At least 12 years’ relevant experience at managerial level, preferably on the clients’ side or representing the clients’ side such as Government / public organisations / tertiary institutions / consultants;
    (c) Solid experience in formulating PMS strategies, policies and practices, and overseeing PMS contracts from a sizeable institution especially with multiple PMS regions;
    (d) Solid experience in strategic planning and management of R&M and AA&I works projects;
    (e) Highly desirable with work experience at senior level for project management of Government capital works or subvented building projects;
    (f) Strong capability in strategic thinking, leadership, time management and forward planning with exceptional ability to drive and manage changes; and
    (g) Good understanding and experience in the implementation of latest trend and best practices in construction industry.
       
    Notes :
    (1) The post is at the rank of “General Manager”.
    (2) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
