    Property Services Manager
    Estates and Campus Development Office

    Major Duties :
    (a) To assist in developing the strategic plan for progressive outsourcing of property management of campuses;
    (b) To assist in devising the scope and service specification for the property management contracts;
    (c) To assist in preparing estimation for the annual to medium-term budgets and service performance indicators for outsourcing of property management contracts;
    (d) To assist in coordinating stakeholders’ input in procuring Professional Service Providers (PSPs) through prequalifying or shortlisting of tenderers, inviting and evaluating tenders and recommending the award of contracts;
    (e) To identify the characteristics of the campuses and spell out general and specific property management requirements;
    (f) To monitor the performance of PSPs under the outsourced property management contracts and assess their output against prescribed requirements;
    (g) To monitor the certification of works done and payments to PSPs;
    (h) To plan and conduct performance audits on PSPs against their compliance with the service contract requirements and review the efficiency and effectiveness of the outsourced service as for system refinement;
    (i) To assist in reporting the progress of outsourcing of facility management, performance of PSPs and progress / accomplishment of key performance indicators to the senior management;
    (j) To assist in establishing a corporate quality management system reinforcing the institutional framework to achieve continuous improvement in service quality; and
    (k) To supervise, coach and monitor the performance of subordinates and train up successive staff for sustaining and enhancing the operation.
       
    Requirements :
    (a) A relevant recognised degree or equivalent, preferably related to Building Surveying / Estate Surveying / Housing Management;
    (b) At least 7 years’ work experience at management level in building / estate / facility management and repairs & maintenance (R&M) works, preferably on the clients’ side or representing the clients’ side such as government / public organisations / tertiary institutions / consultants;
    (c) Qualified training and extensive experience in quality management system, preferably with a relevant degree from a Hong Kong university;
    (d) Experience in managing PSPs at management level;
    (e) Good experience in implementing, supervising and auditing quality management system over a large portfolio of properties;
    (f) Good administrative, interpersonal, communication and team building skills;
    (g) Good management capability and ability to work independently; and
    (h) Good command of Chinese and English.
       
    Notes :
    (1) The post is at the rank of “Manager”.
    (2) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
    (3) Appointees may be required to perform duties outside normal office hours and in designated places as assigned.
