Established in 1982, the Vocational Training Council (VTC) is a statutory body and the largest vocational and professional education and training (VPET) provider in Hong Kong. Through its 14 member institutions, the VTC provides valuable credentials for over 200,000 students across its 14 member institutions each year through a full range of pre-employment and in-service programmes with internationally recognized qualifications.
The VTC currently has about 5,200 full time staff. Its annual budget is about $5.66 billion (2023-24), of which $4.04 billion is funded by Government subventions. The Chairman and Members of the Council are appointed by the Chief Executive, including senior government officials and representatives from the industrial, commercial, service, labour and educational sectors.
The directorate staff of the VTC currently comprise the Executive Director, Deputy Executive Directors, Senior Assistant Executive Directors and Assistant Executive Directors.
Major Responsibilities: |
(a) |
Provide visionary leadership to drive VTC’s strategic direction, ensuring alignment with industry needs in Hong Kong and the demands of both local and non-local students for VPET programmes; |
(b) |
Steer the management, governance and policy developments of VTC’s Member Institutions and their full ranges of VPET programmes for sustainable growth; |
(c) |
Foster strong and collaborative relationships with key stakeholders, including government bureaus/departments, industry partners, professional bodies, and local/non-local higher education institutions, to promote VTC and expand opportunities; and |
(d) |
Lead organizational transformation to enhance operational efficiency, innovation and cost-effectiveness amid budget constraints and growing competitions for students. |

Qualifications, Experience and Attributes:
Applicants should possess: |
(a) |
Substantial managerial experience at a senior level in large and complex organizations; |
(b) |
Proven track record as a transformative leader with strategic vision, change management expertise, and the ability to drive innovation; |
(c) |
Strong acumen of the economic trends, business environment and education landscape of Hong Kong and Chinese Mainland; |
(d) |
Solid experience to build rapports from major stakeholders such as government officials, trade and industry leaders and professional bodies; |
(e) |
Significant experience in resource optimization, budget management, and operational efficiency improvements; |
(f) |
Decisive yet collaborative leadership style, capable of building consensus among diverse expert teams and stakeholders; |
(g) |
Excellent command of English and Chinese languages (Cantonese and Putonghua); and |
(h) |
Knowledge and experience in VPET, and/or substantial administrative experience in the public sector are preferred. |
