|
Major Duties: |
|
(a) |
To administer procurement operations including issue and acceptance of purchase orders / tenders, sourcing, contract monitoring, orders / tenders and contract negotiations; |
|
(b) |
To assist and coordinate the team to ensure efficient and effective procurement and supplies service deliveries; |
|
(c) |
To train / coach subordinates for provision of quality, professional procurement and supplies services, including integrity and ethics; |
|
(d) |
To offer professional advice / guidance to users on procurement and supplies matters; |
|
(e) |
To implement procurement policies, and conduct periodic review where necessary; |
|
(f) |
To help maintain operations of computerised procurement and supplies systems effectively; |
|
(g) |
To coordinate stock-taking and supervise the data maintenance of the inventory management system; and |
|
(h) |
To assist in development and implementation of projects. |

|
Requirements: |
|
(a) |
A relevant recognised degree, preferably in Procurement, Purchasing and Supply Management, Supply Chain Management, Business Administration or equivalent; |
|
(b) |
At least two years’ relevant work experience, preferably in sizeable or comparable organisations; |
|
(c) |
Proficiency in Microsoft Office Software and computerised accounting / purchasing systems; |
|
(d) |
Good negotiation, problem-solving, time management, interpersonal and communication skills; |
|
(e) |
Good team spirit, be proactive and able to work independently under pressure; and |
|
(f) |
Good command of English and Chinese. |

(1) |
Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply. |
|
(2) |
Shortlisted applicants will be required to take a written assessment. |
|
(3) |
The appointee(s) may be required to perform duties outside normal office hours and in designated places as assigned. |
|
(4) |
Appointee(s) may be posted to any operational units to meet the Council’s operational needs. |
